Job Title: VICE PRESIDENT COMPLIANCE
Salary Range: $55,396 - $83,094 Annually
Under general supervision, manages and directs the DHA compliance, internal auditing, fraud prevention, and Section 504 coordination functions, including the planning and coordination of management, operational, financial and compliance audits. Plans and manages compliance audits to assure Authority-wide compliance with HUD regulations, DHA policies and court orders. Reviews and maintains the DHA manual of operations; reviews and approves updates for compliance with laws and regulations. Oversees DHA fraud prevention program, the preparation of annual Public Housing Assessment System reports, vendor database review, and the Section 8 termination hearing process. Plans, manages and directs the daily activities of audit staff; screens and assigns workload; plans, prioritizes and assigns tasks and projects; trains and coaches staff; monitors work, develops staff skills, and evaluates performance. Assures the quality of the financial activities and work products; monitors accounting documents and procedures for accuracy, completeness, timeliness and compliance with Federal, state, and DHA policies and practices. Interprets and explains DHA and HUD rules and regulations. Maintains professional competence in accounting and auditing principles and techniques; reviews and applies new or revised laws, regulations, and accounting standards. Coordinates work with auditors and DHA staff in the preparation of financial analyses and special reports; develops corrective action plans as needed. Collects financial and administrative information and compiles data for reports; recommends improvements in auditing systems and procedures. Reviews, approves and submits special and required HUD reports. Supports the relationship between DHA and the constituent population by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and DHA staff. Enthusiastically promotes the President/CEO's priorities for the operations of DHA. Performs other duties as assigned or required. Knowledge of DHA organization, operations, policies and procedures. Knowledge of work flow analysis and internal control procedures and standards. Knowledge of Generally Accepted Accounting Principles and Generally Accepted Auditing Principles related to public sector financial administration. Knowledge of Federal and state HUD and special fund accounting regulations, procedures, and accountability standards. Knowledge of personnel rules and budgeting systems. Knowledge of the principles of record keeping and records management. Knowledge of business and personal computers, and spreadsheet software applications. Skill in understanding, interpreting and applying accounting and auditing standards and procedures, and applicable Federal rules and regulations. Skill in the analysis and application of accounting principles and standards. Skill in leadership, coordinating staff, and delegating tasks and authority. Skill in assessing and prioritizing multiple tasks, projects and demands. Skill in reviewing and performing mathematical calculations. Skill in working under pressure of deadlines, and establishing and maintaining cooperative working relationships with other DHA staff. Skill in effective communication, both verbal and written. Skill in interacting with people of different social, economic, and ethnic backgrounds. Bachelor?s degree in Accounting, Business Administration or a related field; AND three (3) years of auditing, operations analysis or accounting work experience for a complex housing program or other large organization; OR an equivalent combination of education and experience. Valid State of Texas Drivers License.
