Job Title: FINANCIAL CONSTRUCTION PROJECT MANAGER
Salary Range: $48,962 - $73,443 Annually
Under general supervision of the Chief Projects Officer, recommends and develops possible financing structures for the Authority?s renovation, repair/improvement and rehabilitation of existing buildings and new construction projects. Prepares financial needs projections/solutions for the projects to be developed or revitalized. Prepares the scope of work for Request For Proposals (RFP) and/or Requests For Qualifications (RFQ) for architectural/engineering firms or Investor Limited Partners for building design and construction and/or to develop Low Income Housing Tax Credit Applications; participates in evaluating responses and recommends award. Communicates directly with investor partners, monitors and manages the progress of construction or renovation work through close-out. Ensures construction or renovation projects are completed on-time, within budget, and comply with plans and specifications. Represents the interests of DHA in coordinating the work of architectural/engineering during design development, pre-bid and pre-construction phases of the project. Assists in negotiating terms and conditions of contractual relationships, financial documents, partnership agreements and transactional documents. Reviews project plans to determine timeframes, funding limitations, financing methodology, project procedures and staffing requirements. Coordinates the inspection of projects, by in-house inspectors as well as third party inspectors, maintains detailed records of inspection activities and findings; prepares reports documenting project progress/status. Monitors project budgets; initiates change orders; reviews and processes construction progress payments. Prepares documentation for draw requests from lending institutions, as well as investor partners and is directly responsible for ensuring that funding requirements are met timely. Maintains records, associated filing systems and enters data into computer systems. Collects and summarizes data and generates periodic reports for DHA, Federal and State agencies. Provides information and assistance to visitors and others; answers phone calls and responds to requests for information within the scope of authority. Supports the relationship between DHA and the constituent population by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and DHA staff. Enthusiastically promotes the President/CEO?s priorities for the operations of DHA. Performs other duties as assigned or required. Knowledge of DHA policies and procedures. Knowledge of Construction financing via conventional loans, HUD loans or Section 42 Housing Tax Credits. Knowledge of the terminology used in construction financing. Knowledge of federal, state and local laws, regulations, rules and ordinances related to construction and renovation projects. Knowledge of the terminology and symbols used in blueprints and engineering drawings. Knowledge of a variety of computer hardware and software associated with project design and management. Knowledge of the principles of record keeping and records management. Skill in planning, funding, designing, and reviewing a variety of construction/renovation projects. Skill in reading and interpreting construction drawings, plans and specifications. Skill in preparing, organizing and maintaining office data, reports and systems. Skill in interpreting oral, written, technical information and data dealing with complex variables to identify, analyze and solve problems. Skill in observing and making decisions based on those observations. Skill in operating a personal computer utilizing a variety of business software. Skill in effective communication, both verbal and written. Skill in interacting with people of different social, economic, and ethnic backgrounds. Bachelor?s degree in Architecture, Engineering, Construction Management or a related field; AND six (6) years of experience in the planning and development of affordable housing including a minimum of three (3) years in either the negotiation of financial documents and/or financing proposals or construction project management; OR an equivalent combination of education and experience.
