Job Title: CENTRAL TREASURY MANAGER
Salary Range: $55,396 - $83,094 Annually
Under general supervision, applies Dallas Housing Authority policies and control procedures in the handling and processing of cash, checks, money orders, wire transfers, direct deposits and daily/long term investments of the authority?s assets in accordance with HUD directives manages DHA cash flow to ensure adequate operating balance by identifying excesses or deficiencies of funds, and/or other problems; analyzing disbursement trends; and recommending and implementing accounting procedures to maintain proper balance. Maintains the central treasury cash accounts and the separation of federal and local funds. Accountable for the inter-fund reconciliations and associated balances. Oversees and controls the disbursement of funds through accounts payable transactions and other methods of payments. Directly responsible for each and every aspect of financial reporting and performance of investments in accordance with the applicable GAAP methodologies. Directly supervises all aspects of accounts payable to include aging reports, trend analysis of cash disbursement, and issuance of 1099?s to vendors on file. Supervises the staff responsible for these functions. Assures the quality of the financial activities and work products; monitors accounting documents and procedures for accuracy, completeness, timeliness and compliance with Federal, state, and DHA policies and practices; reviews and approves journal vouchers as it relates to the Central Treasury and Accounts Payable. Provides methods to improve receipt and expenditure accountability. Interprets implements and enforces DHA rules and regulations for relevant internal and external customers. Reconciles bank accounts, complex transactions and financial activities according to policies; reviews and investigates financial and accounting records, and resolves issues as it relates to treasury and account payable functions. Maintains professional competence in accounting principles and techniques; reviews and applies new or revised laws, regulations, and accounting standards. Coordinates work with auditors in the preparation of financial analyses and annual reports. Review internal audit reports. Prepare and distribute cash flow, account payable aging and other essential financial reports that will assist management in making critical decisions. Assist DHA managers and accounting clerks with questions regarding invoice coding, budgeting, policies, and procedures. Perform analysis on all financial accounts as they relate to special funds, tax credit properties and DHA entities. Supports the relationship between DHA and the constituent population by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and DHA staff. Enthusiastically promotes the president/CEO?s priorities for the operations of DHA. Performs other duties as assigned or required. Knowledge of DHA organization, operations, policies and procedures. Knowledge of Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, recommended practices and policies. Knowledge of Generally Accepted Accounting Principles and Generally Accepted Auditing Principles related to public sector financial administration. Knowledge of Federal and state grant and special fund accounting regulations, procedures, and accountability standards. Knowledge of personnel rules and budgeting systems. Knowledge of the principles of record keeping and records management. Knowledge of business and personal computers, and spreadsheet software applications. Skill in understanding, interpreting and applying accounting standards and procedures, and applicable Federal rules and regulations. Skill in the analysis and application of accounting principles and standards. Skill in correcting and updating financial information systems. Skill in assessing and prioritizing multiple tasks, projects and demands. Skill in reviewing and performing mathematical calculations. Skill in working under pressure of deadlines, and establishing and maintaining cooperative working relationships with other DHA staff. Skill in effective communication, both verbal and written. Skill in interacting with people of different social, economic, and ethnic backgrounds. Bachelor's degree in Accounting with a minimum of 24 credit hours in accounting courses; AND two (2) years of Generally Accepted Accounting Principles and accrual accounting work experience, including one (1) year in the public sector; OR an equivalent combination of education and experience.
