Job Title: ACCOUNTING MANAGER, SENIOR
Salary Range: $51,440 - $77,161 Annually
Under general supervision, manages the General Ledger, Fixed Assets, Risk Management, reconciliation of asset and liability accounts and other accounting processes. Directly supervises accounting staff and performs a full range of accounting, technical review, financial reporting and administrative duties. Performs reconciliations and researches discrepancies. Prepares entries to record accounting events using journal vouchers. Responsible for the accu¬racy and maintenance of the General Ledger. Assists in the preparation of agency's CAFR. Ensures that all General Ledger documentation is current. Creates journal entries, recurring and reversing entries. Maintains the fixed assets register. Responsible for fixed asset accounting. Records fixed asset disposals and retirements and prepares fixed asset reports. Prepares and records depreciation. Performs reconciliations on Asset and Liability Accounts. Supervises the Accounts Receivable and Payroll Supervisors and related areas. Develops and implements systems, policies and procedures for the identification, collection and analysis of risk related information. Serves as a liaison to the organization's insurance carriers and/or brokers. Assists in processing summons and claims against DHA by working with legal counsel to coordinate the investigation, processing, and defense of claims against the organization. Interprets and explains DHA rules and regulations. Reconciles bank accounts, complex transactions and financial activities according to policies; reviews and investigates financial and accounting records, and resolves issues. Maintains professional competence in accounting principles and techniques; reviews and applies new or revised laws, regulations, and accounting standards. Coordinates work with auditors in the preparation of financial analyses and annual reports. Collects financial and administrative information and compiles data for reports; recommends improvements in accounting systems and procedures. Reviews, approves and submits special and required HUD reports. Abides by all Board approved and established policies, executive communications, administrative procedures, and all relevant Federal and State regulations. Supports the relationship between DHA and the constituent population by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and DHA staff. Enthusiastically promotes the President/CEO's priorities for the operations of DHA. Performs other duties as assigned or required. Knowledge of DHA organization, operations, policies and procedures. Knowledge of Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, recommended practices and policies. Knowledge of Generally Accepted Accounting Principles and Generally Accepted Auditing Principles related to public sector financial administration. Knowledge of Federal and state grant and special fund accounting regulations, procedures, and accountability standards. Knowledge of personnel rules and budgeting systems. Knowledge of the principles of record keeping and records management. Knowledge of business and personal computers, and spreadsheet software applications. Skill in understanding, interpreting and applying accounting standards and procedures, and applicable Federal rules and regulations. Skill in the analysis and application of accounting principles and standards. Skill in leadership, supervising, coordinating staff, and delegating tasks and authority. Skill in correcting and updating financial information systems reviewing and performing mathematical calculations. Skill in assessing and prioritizing multiple tasks, projects and demands. Skill in working under pressure of deadlines, and establishing and maintaining cooperative working relationships with other DHA staff. Skill in effective communication, both verbal and written. Skill in interacting with people of different social, economic, and ethnic backgrounds. Bachelor's degree in Accounting with a minimum of 24 accounting credit hours; AND five (5) years of accounting work experience, including one (1) year in the public sector; OR an equivalent combination of education and experience.
