Affordable Housing
The Affordable Housing department oversees development of all major new construction work, modernization and rehabilitation activities. The department is responsible for preparing architectural plans, specifications and construction documents; and offering technical advice on architectural and engineering matters; planning new and replacement housing programs, preparing applications for federal, state and local assistance programs and inspecting contract and in-house construction projects.

Applications & Assignments
The Applications & Assignments department is responsible for processing applications, scheduling appointments and determining the eligibility of applicants for all housing programs. This department works cooperatively with the Resident Housing department to assign eligible applicants to low rent conventional housing. It works closely with the Leased Housing department to ensure lease-up of the Section 8 program by referring eligible applicants for the housing choice voucher (HCV) and certificate programs, moderate rehabilitation and rental rehabilitation programs.

Compliance
The Compliance department is responsible for ensuring authority-wide compliance. The office performs and/or coordinates audits to guarantee compliance with administrative policies, court orders and HUD directives. In addition, the office conducts operation and management reviews directed toward assuring operational effectiveness of reporting systems, internal control systems and admini strative control systems. The office performs a variety of research projects including the analysis of federal regulations, legislation, and HUD guidelines to determine their impact on the agency policy and operations.

Finance
The Finance department is responsible for the authority’s financial management including monitoring the receipt of funds and payment obligations, investing funds, developing adequate budgetary, accounting, and internal controls to safeguard the assets of the authority. Finance also prepares various financial reports for submission to HUD and other users. The department oversees tenant and housing choice voucher accounting, payroll and general ledger systems including bank reconciliation, fixed assets, insurance, and comprehensive and development grants.

Housing Choice Voucher
The Housing Choice Voucher (formerly Section 8) department is responsible for administering the Section 8 rent-subsidy program, which is designed to assist low-income families in obtaining rental housing in the private marketplace.

Housing Opportunity Programs
The Housing Opportunity Programs (HOP) department is responsible for coordinating the provision of mobility services to housing choice voucher applicants and families. The purpose of HOP is to place applicants and families in predominantly white census tracts--as defined by the Walker Remedial Order Affecting DHA--of the Dallas Housing Authority's area of operation. HOP accomplishes this task with a team of real estate professionals and counselors who recruit landlords with units in the predominantly white census tracts into the housing choice voucher program and place families in the units.

Human Resources
The Human Resources department is responsible for developing and administering an effective personnel function that includes recruitment, orientation, training and evaluating. The office conducts special studies to determine needed staff positions and utilization of staff; develops position descriptions and work performance standards; administers the authority’s Affirmative Action Plan; administers benefits programs; class specifications and related data. The department is also responsible for recommending safety standards for facilities and work activities throughout the authority; conducting safety inspections for compliance with established standards and advises actions that should be taken for improving conditions of safety to residents and employees of the authority.

Information Services
The Information Services department is responsible for defining, developing, and managing the computer information infrastructure to support the needs of the staff located at multiple DHA properties and facilities. It is responsible for ensuring that all system processes, procedures, and standards are functioning to achieve optimal computing efficiency and effectiveness. The primary functions of the IS Department include design, development, implementation, and maintenance of DHA's information and data processing system. IS determines the process by which existing systems can be modified to meet DHA's changing requirements while taking advantage of technological advances in information management.

Landlord Services
The Landlord Services department is responsible for ensuring that all housing choice voucher units meet Housing Quality Standards, with emphasis in non-impacted areas of DHA’s jurisdiction. Landlord Services works closely with property owners participating in the program, and determines that rent is reasonable with the exception of the Housing Voucher Program.

Legal
The Office of General Counsel advocates for and represents and protects the agency’s interests in all claims and litigation to which DHA is a party. The office handles a wide variety of legal issues, including but not limited to: personnel and employee relations, procurement activity reviews, contracts, real estate transactions, public financing, lease enforcement (evictions), construction, fair housing, compliance with Open Government laws, etc. The OGC is responsible for overseeing matters being handled by outside counsel, monitors and reports on compliance with the terms of the Agreed Final Judgment entered in the longstanding Walker litigation, and serves as liaison to outside programs and resources. Additionally, the OGC reviews policy and procedures and counsels various departments in the daily operations of the Authority.

Maintenance
The Maintenance department is responsible for routine maintenance services including minor repair, cleaning vacated apartments and cleaning the grounds in authority-owned or managed housing developments. Maintenance ensures that all developments meet and/or exceed Public Housing Assessment System (PHAS) standards.

Purchasing
The Purchasing department is responsible for major purchases for goods and services; the disposition of excess authority property; directing the operations of telephone services, messengers, security, and other housekeeping functions; maintaining the central storage facilities for all supplies, materials and equipment required by the authority; periodically conducting an inventory of non-expendable property, materials and supplies, and implementation and maintenance of a property management system.

Resident Employment & Training
The Resident Employment & Training (RET) department is responsible for the implementation of all resident and employee training, self-sufficiency and resident employment determined by needs assessments. Areas of training provided to residents include: job readiness and pre-employment, job coping, life skills, self-improvement and communication, academic assessment and job referral placement and follow-up. In addition, the RET Center provides pre-screening services to local employers and contractors to meet their hiring requirements.

Resident Housing
