A request for proposal is issued by DHA when factors other than price (experience, for example) will be considered in awarding a job or contract.

A request for bid is issued when a contract will be awarded based strictly on price.

A request for qualifications is issued when DHA is seeking the professional services of an architect, engineer or surveyor. Selection is based on the most qualified competitor.

In order to earn a contract with DHA, businesses and vendors usually:

   • Learn of business opportunities with DHA, either from advertisements in local publications or the DHA website

   • Submit the required paperwork

   • Meet all required criteria

   • Demonstrate that their business is the best for the job in terms of experience, quality and price

Except for projects estimated to cost $2500 or less, DHA requires quotes from multiple vendors and/or may formally advertise for bids.

DHA reserves the right to reject any or all bids or waive any informalities in the bidding process.
