Steps to leasing property

1. Attend a free landlord workshop (mandatory).

DHA offers several FREE workshops for landlords every month. The mandatory workshops provide an abundance of information for landlords interested in leasing to DHA residents. Click here for the schedule of workshops and a list of topics addressed in the workshops.

2. Advertise your property

DHA offers landlords the convenience of advertising their property for free. The property list is made available to Housing Choice Voucher (Section 8) residents only.

3. Screen potential clients

In addition to your tenant screening process, landlords must ensure that the client has a current DHA voucher/permit in order to receive assistance.

4. Complete paperwork

Tenants should provide landlord with the initial paperwork titled "Request for Tenancy Approval". This packet is to be thoroughly read and completed by the landlord.

5. Submission of paperwork by landlord

After reading and completing the "Request for Tenancy Approval" paperwork, the landlord should submit the information to the Landlord Services department, 2575 Lone Star. Once the paperwork has been submitted, DHA will process a request for property inspection and the property will be inspected within seven days. Click here for inspection information.

6. Rent reasonableness survey

Once the property passes inspection, Landlord Services performs a Rent Reasonableness survey. The Rent Reasonableness survey typically takes three to seven days to complete once the property has passed inspection. To complete the survey, a random selection of "like" properties in the same census tract is used to compare to the subject property. The location of the property, square footage, number of bedrooms, number of bathrooms, quality, unit type, age and amenities are taken into consideration for determining the reasonable rent for a property.

7. Signing of HAP

(Housing Assistance Payment) contract. Within two weeks of the inspection, DHA will contact the landlord to sign the HAP contract and addendum. At that time, the landlord must bring in a copy of the executed lease. The initial lease period is 12 months and the landlord must determine the renewal period.
